While there are many such service bureaus with multiple locations throughout the US, the predominant types are stand-alone single location bureaus servicing a limited geographic marketplace. Their typical clients will be local government and utility agencies, manufacturers, schools and universities, hospitals and law firms. The need for such services falls into two major categories: Archival Inquiry and Research Archival scanning includes little more than creating digital images of existing paper documents and naming the electronic file. Inquiry and research scanning generally requires more extensive indexing and coding of information contained in the documents. An example of such an application would be warranty cards that consumers mail into the manufacturer. These cards generally contain demographic and product data. Once imaged, all of the data is keyed into a database for future use in customer service (product support) and future marketing of the product. This is a labor intensive process and costly when accomplished in the US. Litigation Support Services-Scanning, OCR, Coding, EDD Typical clients are law firms and corporate law departments that use expensive junior lawyer and paralegal talent in support of the case load. Relative to litigation, a very labor intensive process is that of coding documents. Through the process of “discovery” law firms review and correlate thousands of documents when preparing for trial. If done manually by reading each document looking for clues the process is clumsy, inefficient and inaccurate. OSQS coding provides for building a database of all documents that identifies each document by its type (memo, email, lab report, invoice, etc) and any case pertinent information (author, recipient, subject, copyees, date, and names of people/places/things mentioned throughout each document). There is an incredible amount of electronic evidence that can be harvested, preserved, documented and authenticated. Aggressive law firms are now seeking computer-generated evidence, especially in cases related to defamation, trade secret and intellectual property theft, sexual harassment in the workplace, fraud, breach of contract, divorce proceedings and spoliation of evidence. The legal “discovery” process requires the review and analysis of electronic files. The term used to describe this process is Electronic Data Discovery (EDD) or some other similar phrase. While EDD is basically a hardware/software consideration it does require expert oversight to assure compliance with (1) a Notice to Preserve Electronic Data, and (2) a Lawful Request to Disclose Electronic Data. Overall, the processing/oversight cost per gigabyte of raw data is measurably lower when performed offshore.
